The Children's Collaborative Action Team (CCAT) is the designated Child Abuse Prevention Council (CAPC) of San Mateo County. CCAT/CAPC is an independent collaborative mandated by the California State Welfare and Institutions Code 18967. Our fiscal agent is the San Mateo County Human
Services Agency. CCAT functions as an advisory, advocacy and education board.
